Are nunchucks good for training?
Nunchucks training plays a fundamental role in conditioning and strength gains. It can be a great alternative to a gym workout. Once you have mastered the basic strikes, catches and spins, it can be a regular workout for strengthening your body.
States in the U.S. have differing views on this question. Some states prohibit the personal possession of nunchucks and nunchaku. Most states, however, allow them. Up until 2019, four states had laws banning personal nunchuck usage, including Arizona, California, New York, and Massachusetts.
The nunchaku is most commonly used in Okinawan kobudō and karate, but it is also used in Korean hapkido and eskrima. (More accurately, the Tabak-Toyok, a similar though distinct Philippine weapon, is used, not the Okinawan nunchaku).
Foam-padded nunchaku are ideal for beginners and for training. The foam padding offers cushion for your comfort while learning how to use them. Use foam-padded nunchaku to learn new tricks before trying them out on metal demonstration versions.
The lethality and common usage of the nunchaku are myths of Hollywood. While nunchucks did exist, even as weapons in some cases, most of the historical martial artists of Okinawa and Japan wouldn't have been caught dead trying to use these things in a real fight.
Nunchucks are also known as karate sticks and are specifically banned in California under the state's statute on generally prohibited weapons found within California Penal Code 16590 PC.
Even owning them can be considered a crime and unlike in some other states, there is no exception for martial artists. As they can reach a significantly high velocity, nunchucks are capable of easily breaking bones.
Back in 1974, New York state decided to ban the possession of nunchucks as lawmakers feared they were becoming enticing tools of violence among hooligan children and street criminals who were exposed to the weapons on TV.
Nunchaku (“Nunchucks") have two purposes: 1.) As a flail to beat the brakes off someone, 2.) to grab appendages, weapons, or even to strangle someone with. Oh, and they did NOT come from rice flails. They were and have always been a weapon, and they were originally from China, brought over to Okinawa.
Are nunchucks actually effective weapons? Not really. A stick without a chain in the middle is generally much more effective. They're especially bad when used against other flexible weapons like more nunchucks.

Ropes vs Chain
The chains are far better to use when trying out tricks and spins that wrap around the body. They do require more length than the rope, and if you put too much length of chain between them you have to shorten up the nunchaku which then moves us into the speed chuck.
